TMG advises the Government of Jamaica in implementing HIPCAR recommendation in the areas of licensing and access and interconnection

Daniel Leza, Vice President Legal and Regulatory at TMG, was selected by the International Telecommunications Union (ITU) and the Government of Jamaica to develop the Second Phase of the HIPCAR Project in the areas of licensing and interconnection and access.   The HIPCAR Project, launched by ITU and the European Commission in close collaboration with the Caribbean Community (CARICOM) Secretariat and the Caribbean Telecommunications Union (CTU) in 2008, was designed to enhance competitiveness in the Caribbean through the harmonization of the region’s ICT policies.   Mr. Leza worked closely with the Ministry of Science, Technology, Energy and Mining, the Office of the Prime Minister, the Office of Utilities Regulation, the Spectrum Management Authority, and the Broadcasting Commission as well as with private stakeholders in making recommendations for the national transposition of HIPCAR recommendations and guidelines taking account the Jamaican market’s specific conditions.  This project involved a review of existing legislative texts and proposing specific amendments pertaining to licensing in a convergent environment as well as interconnection and access to foster competition in the Jamaican telecommunications sector.
