TMG has been selected to support the Costa Rican Telecommunications Superintendence (SUTEL) in developing the methodology to assess whether effective competition exists in the telecommunications markets. The output of this project will allow SUTEL to consider whether regulation is needed where specific markets are sufficiently competitive, a key step in the ongoing process of liberalizing the sector in Costa Rica. As part of the project, TMG will prepare a report reviewing the draft methodology prepared by SUTEL in light of international best practices and assess the feasibility and challenges in applying the methodology considering Costa Rican market conditions. TMG will also advise on SUTEL´s market data gathering practices to ensure that the regulator collects the information it needs to adequately assess competitive conditions in the various telecommunications relevant markets. The project is slated to run through mid-November 2014.
