The paper focuses on the current situation in Latin America and the tools available to address an issue that concerns governments, regulators, operators, and users across Latin America. In particular, it considers two categories of anti-theft tools – IMEI-blocking measures, such as blacklists and whitelists – and technical solutions, such as kill switches – and the potential for wider adoption of technical solutions in the region to reduce mobile device theft. Mobile Device Theft in Latin America: Current policies and issuescompares and contrasts blacklist and whitelist approaches with technical solutions, highlighting the benefits and drawbacks of each. In addition, TMG reviews regional and national approaches to addressing mobile device theft, including an overview of the policies in 11 Latin American markets. The paper also touches upon related topics, such as the importance of consumer education and the role of law enforcement in curbing mobile device theft.
