ITU publishes TMG digital transformation and collaborative regulation case study of Saudi Arabia

Arlington, VA – The International Telecommunication Union (ITU) has published a TMG-authored case study examining the Kingdom of Saudi Arabia’s approach to digital transformation and collaborative regulation. The case study was developed through a combination of desk research, data from the ITU and Saudi officials, and interviews with stakeholders. The review considers Saudi Arabia’s institutional arrangements in the ICT sector and across related economic sectors, key ICT sector and cross-sector policies, collaborative practices across institutions, and regulatory tools to promote the digital economy and transformation. TMG’s analysis also considers Saudi Arabia’s level of regulatory maturity and policy implementation. The case study notes Saudi Arabia’s portfolio of policies and strategies intended to realize the full potential of digital transformation. It takes into account the ongoing collaboration among government, regulatory, and industry stakeholders to develop agile, effective regulation that promotes investment and innovation.

The ITU includes the case study among its growing library of digital regulation publications. These include the Digital Regulation Handbook, to which TMG contributed chapters on regulatory governance and independence, access for all, and spectrum management.
