ITU publishes TMG digital transformation and collaborative regulation review of South Africa

In conjunction with the 2024 Global Symposium for Regulators, the International Telecommunication Union (ITU) recently published a TMG-authored review of approaches to digital transformation and collaborative regulation in South Africa. The ITU notes that its library of collaborative digital regulation country reviews offer “a comprehensive assessment of the regulatory and governance frameworks, policies, and practices.” TMG developed the review based on desk research, data from the ITU and South African officials, and interviews with stakeholders. Over the course of the project, TMG and the ITU engaged with stakeholders representing South African regulatory authorities, ministries, and private sector entities to ensure consideration of a broad range of priorities, observations, and viewpoints.

The country review considers South Africa’s legislative and policy framework, institutional arrangements, key ICT sector and cross-sector policies, collaborative practices across institutions, and policies and frameworks enabling the digital economy. The report also includes recommendations on collaborative governance and digital transition policies. TMG employed a similar approach when developing the collaborative regulation reviews of Egypt (2023), Kenya (2023), and Saudi Arabia (2022). Each of the case studies note the policies and strategies employed to realize the full potential of digital transformation. Their development took into account the ongoing collaboration among government, regulatory, and industry stakeholders to develop agile, effective regulation.
